Health Insurance, a General Statement Grayson: No Response Keller: On June 27, 2003, I was proud to cast my vote in favor of the Medicare Prescription Drug and Modernization Act of 2003, or H.R. 1, which passed the House of Representatives and was signed into law by President Bush. This critical legislation will deliver Medicare into the 21st Century -- bolstering the program with a series of innovative health care options. Since its inception in 1965, the Medicare program has greatly assisted seniors in living longer, healthier lives. I firmly believe, however, that almost 40 years later, Medicare must be molded to meet today's advances and ensure the provision of quality, up-to-date benefits. You will be happy to know that H.R. 1 makes prescription drug coverage for seniors a reality. As Medicare is available to anyone age 65 or older, all seniors who choose to enroll will also now have access to an affordable prescription drug benefit. After paying a $250 deductible, beneficiaries will be granted a drug benefit that covers 75 percent of the drug costs up to $2,250, at a monthly premium of about $1 a day. In addition, H.R. 1 provides Medicare beneficiaries with more flexibility in choosing tailored health care plans and lowered costs resulting from increased competition. Low-income seniors will see additional assistance through increased subsidies for premiums and cost sharing. Most importantly, seniors who fall below 135 percent poverty will receive a fully subsidized benefit. Finally, H.R. 1 will improve the caliber of services rendered to seniors through the inclusion of a special aid package to help rural hospitals, physicians and home health care agencies meet the costs of delivering high-quality services and treatments. After lifetimes of contribution to the betterment of American society, workforce and economy, our seniors deserve the best in benefits and care. I am pleased Congress and the President answered this call with the passage of Medicare modernization legislation.
